    it's possible that the pdf is corrupted.
    I assume you can open other pdf's on the same device? (important)
    Not sure what computer or device you're on, are you able to send the pdf by email to another device and try on that. Also if you can right click on the device there is an option to "unblock" but it's probably not that as that doesn't usually prevent reading it.
    If you try the above and still can't open it go to help in the app, type message the team and ask them to re-produce your bill, make sure it opens at their end and send it to you again.
    The pdf's pp produce are version 1.4 so they should open on most devices.
