Why are we being charged based on an estimated bill?

We always submit our meter readings via the app before the deadline given in the email asking us to take the readings, but for every bill since we joined we have been charged based on an estimate of our usage. The date of the estimate is always one day after we submitted our meter readings and the estimates are always slightly higher than the actual readings we have sent in. Why are we being charged based on an estimate when we have sent in our actual usage on time?
