I don’t want a smart metre. Do I have to have one with pp?

No it’s your choice :)
To my mind the only advantage to having smart meters (2 - one for gas one for electricity) is to avoid having to read the meter. A saving for the supplier!
Within that though bear in mind the not so fit may struggle to read their meters, some may not know how, and for them smart meters are a boon. I had the electric one installed last January and the gas one probably next month, but the sole reason is to provide something easier for my wife if the Grim Reaper calls on me first.
Always remember that many of us install all these smart systems in our homes but if the one person who set it up becomes incapacitated or dies often his or her partner has a sudden and very steep learning curve. Industry and systems designers forget that. We, the end users, should not.
