Should the UK cut personal vehicle use to hit zero-carbon goal?

MPs have said that the government should discourage personal vehicle use and do more to encourage building energy-efficient homes.

The report's put forward that the banning of petrol and diesel cars should be moved to 2035, 5 years earlier than the current plan of 2040.

Interestingly, the report has also highlighted that encouraging EV's wouldn't be enough -
"In the long term, widespread personal vehicle ownership therefore does not appear to be compatible with significant decarbonisation".

Increased public transport? Limiting each household to one car? How would the government limit personal vehicle ownership?
